Interlocal Agreements

An interlocal agreement is a formal contract between two or more governmental entities that allows them to share resources, services, or purchasing opportunities for mutual benefit. These agreements are authorized under state law to promote efficiency, reduce administrative costs, and eliminate duplication of effort among public agencies.

Interlocal agreements allow the City to contract with other governmental entities — such as another city, county, state agency, public university, or school district — for goods or services.
For example, the City may use a County’s competitively bid contract for vehicle parts if an active interlocal agreement exists between the two entities.

They also authorize the City to participate in cooperative purchasing programs managed by other governmental entities.

In some cases, the City may also “piggyback” on another governmental entity’s contract with a third-party vendor for goods or services, provided that all of the following conditions are met:

  1. The City has an active interlocal agreement with the other governmental entity.
  2. The contract to be used was competitively bid and approved by the other entity’s governing body.
  3. There is sufficient term remaining on that contract.
  4. The vendor agrees to extend the same pricing, terms, and conditions to the City.
