Procedures for Electric Meter Service Add, Transfer or Disconnect

Purpose Statement:  Procedures to add, disconnect or transfer electric meter services to City’s sites resulting in a meter service change and an amendment to the City’s energy contract.

Department Project Manager (PM) Instructions:

I. Add Electric Meter

    1. The City Project Manager (PM) will submit an order request on the Oncor.com website to request an ESI ID
      1. Go to oncor.com
      2. Scroll down to “Service Assistance” and chose “I do not have a meter” from the drop-down menu.
      3. Then choose “Commercial & Industrial” from the second drop down
      4. Select “Start Request”
      5. Select the appropriate option from the window that opens.
      6. Complete the form that Please list any comments you may have. Oncor online request is automatically sent to a project manager within Oncor, whose role is to help facilitate the project from start to finish including setting up the Electric Service Identifier (ESI ID) for the location.
      7. Within two (2) business days Oncor will provide the PM with an ESI ID.

 

II. Add Electric Meter (continued) or Meter Transfer

    1. To add a new meter or transfer an existing meter the PM will send a permit/inspection request to City Inspector’s Office with the full address and the ESI ID provided by Oncor. The site should be ready and marked clearly for Oncor.
    2. As soon as the PM has requested the permit/inspection, the PM will complete and submit an Electric Meter Service Web Form- Add or Transfer to the Contract Specialist (CS).
    3. The PM will verify that the permit has been issued, has not expired and that the site is clearly marked for Oncor.

 

 

III. Electric Meter Disconnect

    1. For an electric meter disconnect the PM will complete and submit Electric Meter Service-Disconnect Web Form to the CS. An ESI ID and location are required.

 

IV. Contract Specialist (CS) Instructions: 

    1. For a new meter or meter transfer the CS will review the completed Electric Meter Service Request Form and confirm with the PM that the inspection/permit has been ordered and issued
    2. For a disconnect the CS will submit a completed Electric Meter Service Request-Disconnect form to the City’s Energy Consultant.
    3. The CS will send a service request to the City’s Energy Consultant and request a “contract amendment” to the City’s energy account to add, transfer or disconnect the meter.
    4. Once the “contract amendment” is received from the City’s Energy Consultant, the CS will forward it to the department for Director’s signature.
    5. The CS will return the signed “contract amendment” to the City’s Energy Consultant for processing. To secure the contracted start date and energy rate the signed contract amendment must be returned within 48 hours of receipt.

 

Good to Know

  • This process is time sensitive
  • Oncor has a window up to 7-10 business days to energize meter
  • If times expires, Constellation will send contract amendments with new start dates
  • The City should not request an amendment with a start date before the inspections have been completed
  • Constellation has the right to bill the City for the estimated power whether the meter is energized or not. Therefore, it is very important that the coordination of City inspection and amendment start date be coordinated correctly
