New assistant city manager, department directors

Below is the text from an email City Manager Laurie Hadley sent to all employees, announcing a new Assistant City Manager (ACM) and new department directors for IT and Finance.


My recent move into the City Manager position left my ACM position vacant. I knew we didn’t need to look outside the organization to find my replacement as we are fortunate to be blessed with a very talented pool of department directors. I have moved Information Technology Director, Brooks Bennett into the position of Assistant City Manager effective Monday, February 2nd. Brooks has been with the City for ten years, has a Bachelor of Science degree in Communications from the University of Texas and a Master’s Degree in Public Administration. Brooks will be overseeing the IT Department, Library, Convention and Visitor’s Bureau, Neighborhood Services, Public Communications, Special Events and the Arts and Culture functions. Brooks knows the community of Round Rock better than most as he was born and raised here, and is the perfect fit to take on these departments.

Heath Douglas, who has been the Assistant IT Director, will move into the Director position. Heath has been with the City for fourteen years and has Bachelor’s Degree in Criminal Justice.

Bryan Williams will now be overseeing PARD, General Services, Utilities and Environmental Services, Transportation, and the Planning and Development Department. Police, Fire, Finance and Human Resources will report to me.

Also joining our team in February is Susan Morgan. Susan will be our new Chief Financial Officer, replacing Cheryl Delaney who left in 2014 when she accepted a job in the Dallas area. Susan comes to us most recently from the City of Georgetown, but has over twenty years experience in municipal and private sector finance.

I am excited about these changes and additions and hope you can join me in congratulating Brooks, Heath and Susan.
